On 21 October 2025, the European Parliament approved the “One Substance, One Assessment” (OSOA) legislative package, consisting of three proposals aimed at simplifying and improving transparency in the EU’s chemical-safety regulatory framework. The package establishes a common data platform to centralise chemical-related data on hazards, physico-chemical properties, environmental presence, emissions, uses and sustainability, and introduces a “one-stop-shop” access point for this information. It mandates systematic collection of human biomonitoring data (for example, chemical levels in blood or breast-milk), strengthens early-warning mechanisms for emerging chemical risks, and enhances cooperation between the European Chemicals Agency (ECHA), European Food Safety Authority (EFSA), European Environment Agency (EEA) and European Medicines Agency (EMA). Once formally adopted by the Council, the package will enter into force 20 days after publication in the Official Journal of the EU.
The reform is a core element of the EU Chemicals Strategy for Sustainability and supports the EU’s “Zero Pollution Vision 2050.”
